THE MINNESOTA STATE PIGEON ASSOCIATION
ARTICLE II
PURPOSE
TO MAINTAIN THIS ASSOCIATION OF INDIVIDUAL PIGEON BREEDERS, WORKING TOGETHER TO PROMOTE THE HOBBY OF PIGEON BREEDING FOR PERSONAL PLEASURE, SHOW AND EXHIBITION PURPOSES, SPORT AND RACING OR COMMERCIALLY, IN COOPERATION WITH OTHER SIMILAR INTERESTED AGENCIES, SUBJECT TO FEDERAL, STATE AND LOCAL GOVERNMENTS AND FOR EDUCATIONAL PURPOSES IN THE BREEDING OF ALL STANDARD VARIETIES OF PURE BRED PIGEONS.
ARTICLE III
MEMBERSHIP
MEMBERSHIP REQUIREMENTS: GOOD CHARACTER, PAYMENT OF THE PRESCRIBED ANNUAL DUES, AND AGREEING TO COMPLY WITH THE PROVISIONS OF THIS CONSTITUTION AND OTHER ESTABLISHED RULES OF THIS ASSOCIATION.
ARTICLE IV
ANNUAL DUES
ANNUAL DUES FOR MEMBERSHIP IN THE MINNESOTA STATE PIGEON ASSOCIATION SHALL BE SET AND REGULATED AS NECESSARY, AFTER NOTICE HAS BEEN SERVED AND PUBLISHED, AND DISCUSSION ALLOWED AT THE FOLLOWING MEETING. DUES BECOME PAYABLE JANUARY 1ST OF EACH YEAR AND EXPIRE DECEMBER 31ST OF EACH YEAR. IF DUES ARE NOT PAID BY FEBRUARY 1ST, MEMBER BECOMES IN DEFAULT OF SAME AND LOSES ALL PRIVILEGES, THE RIGHT TO VOTE HOLD OFFICE OR SERVE ON ANY COMMITTEE, STANDING OR SPECIAL. THE FOLLOWING MEMBER SHIPS SHALL BE OFFERED WITH NUMBER OF VOTES ALLOWED WITH EACH MEMBERSHIP: FAMILY MEMBERSHIP – PARENTS AND MEMBERS OF THE SAME FAMILY UNDER 18 YEARS OF AGE – 2 VOTES; ADULT MEMBERSHIP – INDIVIDUAL MEMBER OVER 18 YEARS OF AGE – ONE VOTE; JUNIOR MEMBERSHIP – JUNIORS UNDER 18 YEARS OF AGE – NO VOTING PRIVILEGES.

ARTICLE V
OFFICERS
THE OFFICIAL STAFF SHALL CONSIST OF:
A PRESIDENT, ELECTED FOR A TERM OF ONE YEAR, WHOSE DUTIES SHALL BE TO PRESIDE AT ALL MEETINGS OF THE ASSOCIATION, TO BE A MEMBER OF AND ACT AS CHAIRMAN OF THE EXECUTIVE BOARD, TO APPOINT ALL COMMITTEES AND FILL ALL VACANCIES IN OFFICE OCCURRING BETWEEN ANNUAL ELECTIONS AND TO MAINTAIN GENERAL SUPERVISION OVER THE AFFAIRS OF THE ASSOCIATION, AND BE RESPONSIBLE FOR THE FUNCTIONING OF ALL OFFICERS AND COMMITTEES. HE SHALL SIGN ALL AGREEMENTS AND DOCUMENTS REQUIRING HIS SIGNATURE AND SUCH AS ARE AUTHORIZED BY THE EXECUTIVE BOARD AND ACT WITH THE SECRETARY IN THE APPROVAL OF MEMBERSHIPS.
A 1ST VICE PRESIDENT, ELECTED FOR ONE YEAR, WHOSE DUTY IT SHALL BE TO ACT IN THE ABSENCE OF, OR IN THE INABILITY OF THE PRESIDENT TO ACT, OR IN THE EVENT OF HIS
RESIGNATION OR DEATH.
A 2ND VICE PRESIDENT, ELECTED FOR ONE YEAR, WHOSE DUTY IT SHALL BE TO ACT IN THE ABSENCE OF, OR THE INABILITY OF THE PRESIDENT AND THE 1ST VICE PRESIDENT TO ACT. (IN THE EVENT THAT ALL THREE OF THESE OFFICERS ARE UNABLE TO ACT OR ARE NOT PRESENT, THE SECRETARY SHALL APPOINT A CHAIRMAN OF THE MEETING.)
A SECRETARY, ELECTED FOR ONE YEAR, WHOSE DUTIES IT SHALL BE TO CONDUCT THE GENERAL CORRESPONDENCE OF THE ASSOCIATION, KEEP ALL MINUTES OF THE MEETINGS, HAVE CHARGE OF ANY BOOKS, PAPERS OR RECORDS PERTAINING TO HIS OFFICE. HE SHALL RECEIVE AND ACT UPON ALL APPLICATIONS FOR AND RENEWALS OF MEMBERSHIPS AND SHALL FURNISH MEMBERSHIP CHAIRMEN WITH A LIST OF MEMBERS IN DEFAULT OF DUES. HE SHALL HAVE THE ASSISTANCE OF AND GENERAL SUPERVISION OF THE PUBLICITY COMMITTEE IN PREPARATION OF ALL MATTERS FOR PUBLICATION AND GIVE A FULL REPORT AT ALL MEETINGS.
A TREASURER, ELECTED FOR ONE YEAR, WHOSE DUTIES IT SHALL BE TO KEEP A CORRECT FILE OF ALL MEMBERS OF THE ASSOCIATION, THEIR NAMES AND PLACE OF RESIDENCE, DATE OF PAYMENT OF DUES AND A HANDY RECORD OF ALL MEMBERS IN GOOD STANDING, QUALIFIED TO VOTE. HE SHALL BE THE CUSTODIAN OF ALL MONIES BELONGING TO AND PAID INTO THE ASSOCIATION, THE GENERAL FUND, SPECIAL FUNDS ND DEDICATED FUNDS, SHALL PAY ALL APPROVED BILLS OF THE ASSOCIATION, BE RESPONSIBLE TO THE ASSOCIATION FOR ALL MONIES IN HIS CARE, KEEP RECORDS OF ALL TRANSACTIONS AND HAVE THEM OPEN FOR INSPECTION AT ALL TIMES. HE SHALL KEEP SUCH BOOKS AS ARE NECESSARY IN WHICH SHALL BE ENTERED AND ITEMIZED THE AMOUNTS RECEIVED AND DISBURSED BY HIM AND GIVE A COMPLETE REPORT FOR APPROVAL OF THE MEMBERSHIP AT EACH MEETING.

ARTICLE VI
THE EXECUTIVE BOARD
THE PRESIDENT, THE 1ST AND 2ND VICE PRESIDENTS, THE SECRETARY AND THE TREASURER SHALL CONSTITUTE THE EXECUTIVE BOARD WHO SHALL HAVE CONTROL OVER ALL THE AFFAIRS OF THE ASSOCIATION AND HAVE AUTHORITY TO ACT IN INTERVALS BETWEEN MEETING WHEN NECESSARY AND WHEN NOT IN CONFLICT WITH THE PROVISIONS OF THIS CONSTITUTION. ANY SUCH ACTION TO BE RECORDED AND GIVEN THEREOF AT NEXT REGULAR MEETING.
THE EXECUTIVE BOARD SHALL SIT AS A TRIAL BODY IN MATTERS OF MISCONDUCT BY ANY MEMBER REQUIRING PENALIZING ACTION, SUCH AS ILLEGAL USE OF THE ASSOCIATION’S NAME OR LABEL, MISAPPROPRIATION OF CLUB PROPERTY, INTERFERENCE WITH OR ATTEMPTED INFLUENCE OF A JUDGE AT AN ANNUAL SHOW, ETC. ALL DECISIONS REACHED BY THIS BOARD SHALL BE BY MAJORITY VOTE.
THE EXECUTIVE BOARD SHALL ALSO HAVE CONTROL OVER THE HOLDING OF THE ANNUAL SHOW, ASSOCIATION SHOWS AND CLASSIFICATIONS, AND ANY CERTIFICATES OR AWARDS BEARING THE ASSOCIATION’S NAME.
ARTICLE VII
STANDING COMMITTEES
MEMBERSHIP COMMITTEE – APPOINTED BY THE PRESIDENT TO ASSIST THE SECRETARY IN SUPERVISION AND MAINTENANCE OF THE MEMBERSHIP LIST, IN SECURING DUES OF MEMBERS IN DEFAULT OF SAME AND TO SPONSOR WAYS AND MEANS FOR INTERESTING AND SECURING NEW MEMBERS. COMMITTEE TO CONSIST OF A GENERAL CHAIRMAN ASSISTED BY CO-CHAIRMEN
ASSIGNED TO DESIGNATED DISTRICTS.
SHOW COMMITTEE – APPOINTED BY THE PRESIDENT TO SUPERVISE AND DIRECT THE SHOWS, TO RECOMMEND TO THE EXECUTIVE BOARD SUCH NEEDED CHANGES IN SHOW RULES AND CLASSIFICATIONS AS CONDITIONS WARRANT AND IN SECURING AND DISTRIBUTING SHOW SPECIALS AND AWARDS.
PUBLICITY COMMITTEE – APPOINTED BY THE PRESIDENT TO ASSIST THE SECRETARY IN ALL PUBLICITY MATTERS, PERTAINING TO AND IN CONNECTION WITH, THE FUNCTIONS OF THE ASSOCIATION.
ENTERTAINMENT COMMITTEE – APPOINTED BY THE PRESIDENT TO PROVIDE EDUCATIONAL ENTERTAINMENT FOR ALL MONTHLY MEETINGS AS APPROVED BY THE MEMBERSHIP.
REFRESHMENT COMMITTEE – APPOINTED BY THE PRESIDENT TO PROVIDE REFRESHMENTS FOR ALL MEETINGS AS APPROVED BY THE MEMBERSHIP.
LIBRARIAN – APPOINTED BY THE PRESIDENT TO FURNISH AVAILABLE EDUCATIONAL INFORMATION TO MEMBERS ABOUT PIGEONS IN GENERAL. HE SHALL HAVE CHARGE OF ALL BOOKS AND OTHER LITERATURE PERTAINING THERETO, PURCHASED BY OR DONATED TO THE ASSOCIATION, TO BE LOANED TO MEMBERS IN ACCORDANCE WITH REGULATIONS ADOPTED AND APPROVED BY THE MEMBERSHIP.

ARTICLE VIII
STANDARDS OF PERFECTION
STANDARDS OF PERFECTION FORMULATED AND ISSUED BY NATIONALLY RECOGNIZED SPECIALTY CLUBS SHALL BE RECOGNIZED BY THIS ASSOCIATION. WHEN NOT AVAILABLE NATIONALLY RECOGNIZED STANDARDS SHALL APPLY.
ARTICLE IX
ORDER OF BUSINESS
ROBERT’S RULES OF ORDER SHALL BE PARLIAMENTARY GUIDE OF THIS ASSOCIATION WHEN NOT IN CONFLICT WITH PROVISIONS OF THIS CONSTITUTION AND SUCH RULES OFFICIALLY ESTABLISHED BY THIS ASSOCIATION.
UNLESS OTHERWISE PROVIDED BY A MAJORITY VOTE OF THE ASSEMBLED MEMBERS THE ORDER OF BUSINESS AT MONTHLY MEETINGS OF THIS ASSOCIATION SHALL BE AS FOLLOWS:

AMENDMENT TO CONSTITUTION
Amendment No. 1
To supercede Paragraph b, Section 1, of Article III.
The membership fees and dues shall be set and regulated when necessary at any regular monthly meeting of this Association and shall become due and payable on the first day of January of each year. If the annual fees or dues are not paid by the following April 1st of each year, membership automatically lapses and any member in arrears for dues shall not be entitled to vote, be nominated for or hold office, or serve on any committee, Standing or Special. All lapsed memberships and new memberships must be paid for in full by August 1st of each year to become eligible to compete for Special cash awards Ribbons, Cups, Trophies, or other Special Prizes offered by the Association at our Annual Shows.

NOTICE
Under Motion—made and seconded before the General Assembly at the February 24, 1952 Meeting, the Assembly voted by overwhelming Majority to carry as a Supplement or Rider rather than as an Amendment “The Rules and Reasons for issuing a “Master Breeder Certificate.”
It is requested by the EXECUTIVE BOARD – “That each member attach this copy to His or Her copy of the CONSTITUTION and By—Laws for ready reference at all times.”

RULES AND REASONS
FOR ISSUING A “MASTER BREEDER’S” CERTIFICATE
1. Any member in good standing may at any time, between Annual Shows present to the Executive Board, the Name of any outstanding member whose accomplishments may warrant the Award of a “MASTER BREEDER” degree, giving specific information as a reason therefore.
2. All suggestions rendered to the Executive Board for a “MASTER BREEDER” Award shall be signed by the person or persons presenting same.
3. The Executive Board shall take same under consideration and if found to Be meritorious shall fill out and prepare a “MASTER BREEDER” Certificate, the same to be presented to the deserving member on the occasion of “The Presentation of Trophies” during or following our Annual Show.
NOTE: In the event that a member of the Executive Board is suggested for one of these Awards, the Show Committee Chairman shall act in his place to decide and sign the Award, no member having any authority to award a Certificate to himself.

The Minnesota State Pigeon Association shall rent its cooping, bottoms and horses to other pigeon clubs, individual MSPA members or to groups of MSPA members for the purpose of holding pigeon exhibitions.
Rental to be paid within thirty (30) days of return of the cooping charged as follows: ten cents ($.10) per hole for regular cooping, fifty cents ($.50) per each section of judging cooping, ten cents ($.10) for each bottom which must be protected from soil of droppings and five cents ($.05) for each horse.
A minimum of one hundred (100) holes will be rented out at any time with additional amounts in entire bundles of five (5) sections of cooping to a bundle. Maximum time of possession of the rented cooping to be sixteen (16) days.
Deposit for rental of the cooping to be computed as follows: fifty dollars ($50.00) for the first one hundred (100) holes plus forty cents ($.40) per hole for each hole in excess of the first one hundred holes up to the maximum required deposit of two hundred dollars ($200.00). Rental of more than four hundred seventy-five (475) holes requires the two hundred dollar ($200.00) deposit. Deposit to be cash, certified check or money order made out in the name of the Minnesota State Pigeon Association. Deposit to be refunded upon return of rented cooping in the condition received with all lost or damaged equipment replaced by those who rented the cooping and payment of the rental fee.
Transportation both ways to be provided by those renting the cooping. Two members of the Minnesota State Pigeon Association one of which must be a member of the board of directors and neither of which are renting the cooping must be present to count and inspect the cooping and other equipment both on departure and return. They shall provide both those renting the cooping and the Minnesota State Pigeon Association with an inventory of equipment including condition on both departure and return. Any difference in the two inventories must be settled between the board of directors of the Minnesota State Pigeon Association and those renting the cooping before the deposit shall be refunded.
Requests for rental of cooping to be made in writing accompanied by a ten dollar ($10.00) partial deposit to the president of the Minnesota State Pigeon Association no less than sixty (60) days before those wishing to rent the cooping desire possession. The president shall present the request to the board of directors which in turn will rule
on it by simple majority. Should the board refuse the request it will do so in writing including the reason for refusal. In turn those refused have the option to bring up their request to the club membership at the monthly meeting if they publish their intentions to do so in the club bulletin preceding the meeting they wish the membership to rule on their request.
Those renting the cooping have the privilege of changing the amount of cooping to be rented any time up to the time of possession of the cooping. Should those renting the cooping after being given approval to rent the cooping decide not to rent the cooping they shall forfeit their ten dollar ($10.00) partial deposit. Should they rent the cooping the balance of the deposit must be paid on the day they desire possession of the cooping.

Rescind Amendment Number 1, dated January 26, 1958, and adopt the following:
Annual dues for membership in the Minnesota State Pigeon Association become payable January 1st of each year and expire December 31st of each year. If dues are not paid the member becomes in default of the same and loses all privileges, the right to vote, hold office or serve on any committee, standing or special.
The following member ships shall be offered with the number of votes allowed with each membership:
Types of memberships permit the following voting privileges:
Family Membership - Paid - Parents and members of the same family under 18 years of age - 2 votes.
Adult Membership - Paid - Individual member over 18 years of age - 1 vote.
Junior Member ship - Paid - Junior member 14 and older - 1 vote.
Amendment IV
Amend Article V, subparagraph 1,2,3,4,5 to read: Elected for a term of two years.
Amendment V
Maintenance of the Club Constitution:
A: It shall be the duty of the club librarian to maintain a complete, current copy of the MSPA Constitution and all amendments in the MSPA club library at all times.
B: At the end of each Presidential term, it shall be the duty of all outgoing Presidents to give a complete, current copy of the MSPA Constitution and all amendments to the incoming President before the new term starts.
